Young Metrologists' Vision 2050+

As part of CIPM's process of developing a long-term vision for the international measurement system - the CIPM 2030+ Strategy, please complement this strategy with forward-looking ideas on the future opportunities and challenges of metrology over the longer term. Therefore please fill out the the questionnaire "Young Metrologists' Vision 2050+", to disseminate and promote aforementioned initiative. The aim is to gather more fresh ideas from young metrologists from the region for the future development of world metrology. Foresighting helps us to identify emerging trends and technologies, and to anticipate new challenges and opportunities. The results of this exercise will complement the CIPM Strategy 2030+.

The webinar for COOMET will take place in February 2024 (exact date to be announced later). Active participation in the webinar is encouraged. Promising ideas will be presented at the 150th anniversary of the Metre Convention on May 20, 2025.

27.09.2022: Round Table of Regional Legal Metrology Organizations

Round Table of Regional Legal Metrology Organizations took place on 27 September 2022 under the auspices of OIML, where representatives of all regional legal metrology organizations (RLMOs) took part alongside with CIML and BIML representatives. Valery Hurevich, COOMET President, represented COOMET at that meeting. Andrey Pankov, Chair of the COOMET Task Group on the Issues of Digital Transformation in Metrology also took part in the meeting.

Information about the activities of all RLMOs (AFRIMETS, APLMF, COOMET, GULFMET, SIM, WELMEC) in year 2022 was presented during the meeting.

The subjects of debate at the meeting included the following topics: (1) Digitalization and (2) Smart meters. Representatives of all regional organizations exchanged information about their experience in those fields.

To prepare a COOMET report, a survey was conducted among members of TC 2 "Legal Metrology" regarding national regulation of smart meters. The following aspects were highlighted in the findings:

1. The results of the survey demonstrate ambiguous understanding of the term "smart meters" in different countries (in some countries they are considered as any electronic measuring devices that allow reading the required legally controlled and fiscal data from them).
2. The results of the survey demonstrate in general interest from the countries in using smart meters, as well as a lack of uniform understanding from the regulators at the national level regarding this innovative approach to metering and resource saving potential.
   In our view, there is also no understanding of benefits for consumers from working with smart meters (the legislation does not define benefits for consumer from using "smart measuring systems"; automated metering systems are widely introduced both in the industrial and domestic sectors, but it is not clear whether they meet the concept of "smart systems").
3. It is appropriate to continue discussion of the problem of using smart meters in COOMET countries within COOMET TC 2.

COOMET suggested formulating a term "smart meter" (as a measuring instrument, with the indication of its metrological features in view of the "smart" technology), so that this term has the same meaning in all countries and regions.

Information was also presented to the participants about the activities of the ad hoc OIML Group for counties and economies with emerging metrology systems (CEEMS) and about functioning of the OIML Certification System (OIML-CS).

Discussion points, raised at the Round Table, will be debated within COOMET TC2 "Legal Metrology" in 2022.

The course was prepared by the BIPM specialists in English and translated into Russian by the COOMET Secretariat in conjunction with the Joint Committee for Measurement Standards (JCMS).

The course consists of 6 modules and gives a general idea of the processes under the CIPM Mutual Recognition Arrangement.

We invite members of COOMET structural bodies and specialists from the NMIs of countries, involved in the preparation of CMC entries and in conduct of comparisons, as well as specialists from the NMIs of CEEMS preparing to participate in the CIPM MRA, to take this course.

The platform is intended to facilitate the process of e-learning and to enhance cooperation on capacity building and knowledge transfer in metrology.

Joint Statement of Intent "On the digital transformation in the international scientific and quality infrastructure" was signed

The BIPM, the International Organization of Legal Metrology (OIML), the International Measurement Confederation (IMEKO), the International Science Council (ISC) and its Committee on Data (CODATA) signed a Joint Statement of Intent On the digital transformation in the international scientific and quality infrastructure on 30 March 2022. The joint statement provides a platform for the signatory organizations to come together to indicate their support, in a way appropriate to their particular organization, to the development, implementation, and promotion of the SI Digital Framework as part of a wider digital transformation of the international scientific and quality infrastructure. Other international organizations are expected to sign the joint statement in the future.

The joint statement is part of an ongoing initiative by the International Committee for Weights and Measures (CIPM) and its Task Group on the Digital SI (CIPM-TG-DSI) to develop and establish a world-wide uniform and secure data exchange format based on the International System of Units (SI). Prof. J. Ullrich, Chair of the CIPM-TG-DSI, commented that the signing of the joint statement marks a ground-breaking step in transforming the highly successful international scientific and quality infrastructure, with the SI as an anchor of trust, into the era of digitalization.

To further reinforce the CIPM's commitment to the digital transformation, Draft Resolution B On the global digital transformation and the International System of Units will be presented to the 27th meeting of the General Conference on Weights and Measures (CGPM) in November 2022

To the 20^th anniversary of the COOMET Quality Forum's establishment

One of the important tasks of COOMET, geared towards the implementation of the Mutual Recognition Arrangement CIPM MRA, is peer review of the quality management systems of COOMET NMIs/DIs. Effective operation of QMS in the institutes of COOMET member countries is (along with comparisons of measurement standards) an essential criterion of confidence in CMCs published in the KCDB.

On 15 February 2002 the COOMET Quality Forum was established. The main inspirer of COOMET activities in developing and evaluating QMS was the Director of the Slovak Institute of Metrology prof. Matei Bily, who became the first Chair of the Forum with its Secretariat headed by Ekaterina Kromkova, who also represented SMU, Slovakia.

The task of the COOMET Quality Forum and its working body (TC 3.1 "Quality Forum Technical Committee") is coordination of COOMET actions on developing QMS, as well as achieving coherence in understanding the requirements of ISO/IEC 17025, ISO 17034 and their implementation in NMIs/DIs of COOMET member countries.

There is no doubt that all Heads of the Quality Forum and TC 3.1 (Matei Bily, Stanislav Musil, Stanislav Duris, Andreas Odin, Natalia Muravskaya, Nino Mikanadze), as well as secretariats and all members of the QF and T� 3.1, all auditors and technical experts on peer review of the QMS of COOMET NMIs/DIs contributed to the effective operation of that bodies throughout their existence.

Among active participants of cooperation, who made a significant contribution to the development of activities within the COOMET Quality Forum, the following TC 3.1 members should be mentioned: Azer Gurbanov (Azerbaijan), Lidia Astafieva, Irina Voitek, Tatsiana Kolomiets (Belarus), Haris Memic (Bosnia and Herzegovina), Fernando Arruza Rodriguez (Cuba), Irena Lazdauskaite (Lithuania), Enver Sadikoglu (Turkey), Marat Yunusov (Uzbekistan), Viktoria Postnikova (Ukraine) and many other specialists of COOMET NMIs/DIs.

Obviously, the support from all COOMET Presidents (Vladimir Belotserkovskiy, Russia; Nikolay Zhagora, Belarus; Gorislav Sidorenko, Ukraine; Vladimir Krutikov, Russia; Valery Hurevich, Belarus) over those 20 years has also been very important.

The excellent proof of a well-coordinated work of the Quality Forum is the fact that despite the ongoing pandemic of Covid-19 all NMIs/DIs currently have valid COOMET Confirmations of Recognition of their QMS in accordance with ISO/IEC 17025 or ISO 17034.

Allow me on behalf of the COOMET Committee, all COOMET NMIs/DIs to congratulate all the participants of cooperation on the 20th anniversary of the COOMET Quality Forum's establishment and convey words of appreciation for your activities on developing this field of cooperation.

The Practical Arrangement between the BIPM and COOMET on using the BIPM e-learning platform was signed

The Practical Arrangement between the BIPM and COOMET on cooperation in delivering capacity building and knowledge transfer activities using the BIPM e-learning platform was signed in February 2022.
On behalf of COOMET the Arrangement was signed by the COOMET President V.Hurevich, on behalf of the BIPM � by the BIPM Director M.Milton.
The aim of the BIPM e-learning platform (https://e-learning.bipm.org/) is to facilitate online training and assistance to increase the effectiveness of the world-wide coordinated metrological system.

The following persons were appointed as COOMET coordinators to ensure the operation of the COOMET page on the BIPM training platform:
(1) Mrs. Zhanar Eleusizova (KazStandard, Kazakhstan, zh.eleusizova@ksm.kz);
(2) Mrs. Olga Shemagonova (COOMET Secretariat, shemagonova@belgim.by).

COOMET is planning to start publication of courses on its page from the 2nd quarter of 2022. For that purpose course creators (representing NMIs of Azerbaijan, Belarus, Kazakhstan and Russia) were also identified, who will be able to create courses in accordance with all BIPM requirements after the official training.

We highly appreciate the possibility of participation and development of this field of cooperation provided by the BIPM.

30^th anniversary of COOMET's establishment

Esteemed colleagues! Dear friends!
Please, accept my sincerest congratulations on the 30th anniversary of COOMET's establishment!

The history of our organization has already spanned three decades. 30 years ago, on 12 June 1991, representatives of national metrology organizations of five countries signed the COOMET Memorandum of Understanding in Warsaw. So far, national metrology institutions of 21 countries of the Euro-Asian region are members of COOMET.

Over the past years, COOMET has become a respectable regional metrology organization, working actively and effectively in all fields of its activities. The COOMET Strategy and Development Program enable streamlining of all processes within our organization.

I am grateful to all participants of cooperation for their high professionalism, initiative, responsibility and great personal contribution to the activities of our organization. I am confident that together we will meet all modern challenges and successfully tackle the set objectives.

With all my heart I wish you sound health, well-being and every good thing! May dynamic development and further professional progress attend us!

The chosen date is of symbolic importance and coincides with the Metre Convention signing. More than 100 countries celebrate this holiday, which is a clear demonstration of the significance of accurate measurements for economic and social development both of the country and of each of us.

The theme of the World Metrology Day 2020 is "Measurements for global trade".

This poses new demanding tasks for metrology in this field, since these are high accuracy measurements and tests that enhance security and provide confidence, that goods and services, which billions of people use every day, meet quality and safety requirements.
